There are a lot of link exchange services out there but for the most part you want to stay away from them as google doesn’t like most of them. It’s better and more productive to go find or make your own links so you can control the text.
Google relies on inbound links to learn what sites are about and it’s the text of the link that tells them that. Also, links should come from sites that have the same topics yours do. That’s not a hard and fast rule as there are ways to make links good even if they are from a different type site.
Now I hate to work at getting them but they are necessary so I do it the easiest way possible. Well, 3 of the easiest ways possible. I have a network of sites and blogs I can use, I write articles and I belong to a place that lets me post back links in tons of blogs. Now worries about what the text is going to be or if the places are on Googles bad list or anything at all. No emails to webmasters begging for partners and no submitting to directories which aren’t all that well liked by Google anyway.
There is a much better way to go about your link building campaign efforts. One of the first ways is to find blogs related to the topics you want to get linked. Then go make comments to the blogs. It works but you never know for sure if your post will get approved and your efforts rewarded. Nor will it help your link popularity building if it isn’t a followed link.
Then there’s social media and getting some links from the social media places is very easy to do and somewhat effective. All it requires is for you to sign up and then post whatever you want to post. It helps if the urls you post are followed so that you get the PR rather than a nofollowed link which may bring a small amount of traffic but do nothing for your linking or help your site or pages rank better.
OTOH you do need social media links. Somewhere around 15% should probably come from places like Blinklist, Fark, Del.icio.us, Kaboodle and the other bookmark sites. These are easy to get and they do help so make sure to include them when getting backlinks to your sites.
